A method and device for allocating frequency domain resources, a method and device for receiving frequency domain resources, and a communication system. The method comprises: determining, on the basis of the size of the bandwidth part activated by current scheduling, a coefficient to be used for obtaining consecutive frequency domain resources, and obtaining the start position of the consecutive frequency domain resources and the number of consecutive resource blocks according to a resource indication value and the coefficient; or determining, on the basis of the size of the bandwidth part activated by current scheduling and the format of downlink control information, the size of a resource block group to be used for obtaining non-consecutive frequency domain resources, and obtaining one or more resource block groups of the non-consecutive frequency domain resources according to bitmap information and the size of the resource block group. Hence, uplink and downlink frequency domain resources allocation can be adapted to a larger bandwidth, and the present invention is simple to implement.
