A stable harmlessness treatment method for fly ash in waste incineration. Fly ash residues treated by using the method are thoroughly detoxified; dioxin is thoroughly decomposed, and a large quantity of soluble chlorine salts and heavy metal ions such as Pb, Zn, Cr, Cu and As ions in the fly ash can be effectively removed; and a very small quantity of residual heavy metal is dissolved in the residues in a solid form, without the leaching toxicity. The fly ash residues can be recycled as building light aggregates for use, which is economical and environmentally-friendly. In addition, the method is environmentally-friendly, economical and feasible, and is simple in operations.
