A high-energy particle generation device using a carbon allotrope complex field effect consists of a toroidal field emitter (1), a cabinet-type solar low-frequency power supply (2), and a cylindrical buoyancy tank (3). By using a method for vacuum high-frequency plasma chemical vapor deposition of a diamond-like carbon film, a layer of a nanoscale circling-effect C-C composite nanomaterial doped with carbon atom allotrope complexes of different structures and performances is formed on the surfaces of carbon felt fibers, and under the action of illumination and a low-frequency electric field, abnormal energy is obtained by means of the reversal of high-energy particles. The environmentally-friendly device for carrying out water body mineralization relates to the field of wastewater treatment. The device has the characteristics that the device has low energy consumption, high efficiency, a large scope of action, rapidly reduces the COD value and the conductivity of a water body, has no secondary pollution, does not affect natural growth of fish, aquatic plants and microorganisms and facilitates rapid restoration of the original ecology of the water body. The device is suitable for controlling polluted water bodies in cities, villages and factories and restoring the natural ecology of rivers and lakes.
