The purpose of the invention is to provide an electric field forming panel that is capable of preparing the environment in a storeroom such as a refrigerator so that supercooling can occur and that can be easily installed in such a storeroom. This electric field forming panel is mounted to the inner wall of a storeroom and comprises a plane electrode (3) that is flexible and is formed into a mesh, a first panel member (7) that covers one side of this plane electrode, a second panel member (9) that covers the other side of the plane electrode, and an insulation member (5) that is disposed either between the first panel member and the plane electrode or between the second panel member and the plane electrode. This electric field forming panel enables the formation of electric field space through the application of a voltage of 1 kV to 5 kV (48-62 Hz sine wave) to the plane electrode, resulting in the electric field intensity of the electric field space being 0.3-15 kV/m within 3 m from the surface of the plane electrode on the side where the insulation member is not disposed, and prepares the environment in the electric field space so as to assume a state that gives rise to supercooling where water is in an unfrozen state while the temperature is at or below the freezing point.
