Provided is a terminal device 30 comprising: an abstraction unit 31 for generating abstracted operation information 310 obtained by subjecting operation information 350 representing a result of the device having carried out an operation to abstraction processing on the basis of an abstraction rule 340; a computation unit 320 for computing, on the basis of the abstracted operation information 310, a forecast score representing the likelihood of being able to make a forecast in relation to the operation information 350; and an assessment unit 33 for assessing, on the basis of a forecast score 320, whether to transmit the operation information 350 to a detection device 40 for detecting that the device has operated in an illicit manner. Said configuration thus preserves a condition wherein the detection device 40 reliably detects an illicit operation being performed by the terminal device 30, and efficiently reduces the operation information 350 being transmitted from the terminal device 30 to the detection device 40.
