The present invention relates to a milk of lime preparation apparatus comprising a waste heat recovery line, and a preparation method, the apparatus and the method recovering waste heat generated during the preparation of liquid milk of lime so as to transfer the waste heat to water so as to allow the water to be supplied at the optimum temperature necessary for a hydration reaction, thereby enabling the preparation time of milk of lime to be reduced while improving reaction efficiency. Particularly, the milk of lime preparation apparatus comprises: a water tank receiving room temperature water from a water supply pipe so as to store the same therein; a material feeding pipe in which a quicklime powder is transferred from one end thereof to the other end through the supply of pressure from a BCT vehicle carrying the quicklime powder; a water feeding pipe having one end connected to the water tank, and receiving the water stored in the water tank so as to transfer the same to the other end thereof; a milk of lime tank receiving the water from the other end of the water feeding pipe, and then receiving the quicklime powder from the other end of the material feeding pipe, and preparing and storing milk of lime by stirring the quicklime powder and water received through a stirrer provided therein; a discharge pipe provided at one side of the milk of lime tank so as to discharge the milk of lime stored in the milk of lime tank; and a waste heat recovery line performing heat exchange between water stored in the water tank and the milk of lime stored in the milk of lime tank, and then circulating the water such that the water is stored in the water tank again.
