[Problem] To provide an atmospheric temperature estimating device, an atmospheric temperature estimating method, a program and a system with which high robustness and high atmospheric temperature estimation accuracy can be achieved simultaneously.[Solution] The present invention provides an atmospheric temperature estimating device provided with a neural network, a temperature acquiring unit which acquires one or a plurality of temperature values inside the atmospheric temperature estimating device, and a neural network calculating unit which uses the neural network to estimate the atmospheric temperature in the vicinity of the atmospheric temperature estimating device, wherein input values which the neural network calculating unit inputs into the neural network include the temperature values acquired by the temperature acquiring unit, and a heat source control value for controlling a heat source inside the atmospheric temperature estimating device.
