Disclosed are a method and device for network video stream transmission congestion control. The method comprises the following steps: an IPC end transmits packets to an APP end according to a certain transmission parameter; when receiving data, the APP end dynamically detects the bandwidth size, packet loss data, and data transmission bitrate; the transmission parameter by which the IPC end transmits packets is adjusted and packet loss is managed on the basis of the bandwidth size, packet loss data, and data transmission bitrate. The present solution adjusts transmission rate on the basis of packet loss rate and so forth, makes the rate at which the IPC end transmits a video more reasonable, and prevents the problem of massive packet loss as a result of congestion; the adjustment of the bitrate at the IPC end so as to adapt to current network bandwidth allows smooth video playback under normal network conditions.
