This restart determination device 4 is provided with: a voltage value acquisition unit 44 which acquires a first voltage value between terminals of an electricity storage element during idling stop when idling of an engine is stopped; a current value acquisition unit 45 which acquires the value of current flowing through the electricity storage element during idling stop; a calculation unit 49 which, on the basis of the first voltage value, the current value, and a no-load voltage value, calculates an internal resistance value of the electricity storage element during idling stop; and a determination unit 51 which, on the basis of the internal resistance value and an operation voltage value of a starter motor of the engine, determines whether the engine can be restarted.
