The present invention provides: an oil-in-water cosmetic composition for skin whitening or wrinkle reduction, containing oleanolic acid and salvianolic acid; and a preparation method therefor, the oil-in-water cosmetic composition containing multiple liquid crystal particles having a lamellar structure in which an aqueous part, which comprises salvianolic acid, purified water, a liquid crystal-type emulsifier, a moisturizing agent and a thickening agent, and an oily phase, which comprises oleanolic acid, a composite emulsifier, a ceramide complex and a phytosteryl derivative, are alternately layered, wherein the composite emulsifier comprises glyceryl stearate SE, behenyl alcohol, ceramide enfee, cetearyl alcohol, cholesterol and hydrogenated lecithin, thereby allowing oleanolic acid and salvianolic acid to be uniformly dispersed in the cosmetic composition and simultaneously stabilized, and enabling the stabilized state to be maintained for a long time.
