The present invention relates to a central monitoring device, comprising: a storage medium; and a monitoring control unit connected to the storage medium, wherein the monitoring control unit determines the number of people at a first evacuation route point of a current floor related to a first preliminary evacuation door and the number of people at a first evacuation route point of an evacuation floor corresponding to the first evacuation route point of the current floor, by using information stored in the storage medium, and when the sum of the two determined numbers of people is equal to or less than a set number of people, the monitoring control unit determines the first preliminary evacuation door as a final evacuation door so as to control a plurality of evacuation guidance display units related to the final evacuation door to be turned on.
