Disclosed is a method for controlling pollutants during cyclic utilization of basin water resources in an agricultural activity area. The method comprises: building an acidification tank (1), an aeration tank (2) and a multi-medium constructed wetland (3), which are successively connected with each other, 4-10 metres from a basin revetment, and after basin water is diverted into the constructed wetland (3), conveying treated basin water to an agricultural activity area after heavy metals and organic pollutants are adsorbed or degraded by the constructed wetland (3). Further disclosed is a device for controlling pollutants during cyclic utilization of basin water resources in an agricultural activity area.
