A use fee management device according to the present invention is designed to manage a use fee for a processing device that processes operation data by charging a fee corresponding to the volume of the data processing, the operation data being obtained by operating an air conditioning cooling/heating device and being sent via a communication channel, said management device comprising: a use fee forecast processing part for forecasting a use fee in a second setting period on the basis of a use fee charged in a first setting period, the second setting period being longer than the first setting period; and an assessment processing part for assessing whether the use fee in the second setting period having been forecast by the use fee forecast processing part has exceeded a preset upper boundary value, and if it has been assessed that the upper boundary value has been exceeded, setting a longer operation data collection period than the present collection period for the air conditioning cooling/heating device.
