The present invention acquires information that facilitates analysis of a trouble in the cases where the trouble occurred in a vehicle. In the cases where a server 14 receives trouble occurrence information transmitted from an in-vehicle device 12a or an on-road sensor device 12b, the server transmits, to a device different from the in-vehicle device 12a or the on-road sensor device 12b which transmitted the trouble occurrence information, a request signal that requests transmission of related information. Then, the server 14 acquires the related information transmitted from the in-vehicle device 12a or the on-road sensor device 12b that received the request signal.
