The present invention relates to an anti-rust composition for preventing the occurrence of red rust on a cross section portion of a zinc-plated steel sheet, especially, a three-element plated steel sheet comprising Al-Mg-Zn, to a method for anti-rust treatment of a metal substrate, and to a metal material containing an anti-rust coating layer, wherein the anti-rust composition is an oil-in-water emulsion type anti-rust composition containing, by weight, 1.5-5% of an organic anti-rust agent, 20-50% of vegetable oil, 0.5-2% of an anti-rust cationic surfactant, and the balance water.
