Disclosed are a brake control system (101) and an urban rail train (200), each train carriage (100) being provided with one brake control system (101), wherein the brake control system (101) comprises a hydraulic unit (1) and a brake control unit (2); and the braking control system (101) is configured to apply a braking force to a wheel (31) by means of an active hydraulic caliper (32) during common braking and emergency braking, and to the wheel (31) by means of a passive hydraulic caliper (33) during parking braking.
