The present invention relates to a biomass pretreatment technique and, more particularly, to a pretreatment composition for land and sea biomass in common which is applicable to land and sea biomass in common and does not allow the synthesis of materials harmful to the environment and organisms after the pretreatment with eco-friendly chemicals and a method for pretreatment of land and sea biomass by using the pretreatment composition.
