This one-side submerged arc welding method and device joins two steel plates butt-joined by submerged arc welding from one side using a plurality of electrodes. During the submerged arc welding, at least one inter-electrode distance between neighboring electrodes in a terminal-side region of the steel plates is contracted more than the inter-electrode distances in a region to the front of the terminal-side region. The variation in heat input of electrodes that move due to contraction of the inter-electrode distance in a transition region where the inter-electrode distance is contracted is 20% or less of the heat input at the origin of the transition region. Due to this configuration, the present invention can be applied to steel plates with a wide range of thicknesses, thereby preventing cracking of weld metal at terminal sections of the joint by the suppression of rotational deformation, and reducing post-welding touching-up.
