Disclosed is a banknote accumulating apparatus, comprising: a storage chamber and a limiting mechanism provided above the storage chamber, the storage chamber comprising an inlet for inputting banknotes; the limiting mechanism comprises a reset member, a driving mechanism and a plurality of limiting members, the plurality of limiting members being able to independently move; the reset member is provided to enable each limiting member to tend to move toward a first position; the driving mechanism is provided to alternatively drive one of the plurality of limiting members to move from the first position to a second position, such that a limiting portion of the limiting member extends to a moving path for the banknotes after entering the storage chamber, the distances from the positions of the limiting portions of the plurality of limiting members at the moving path to the inlet are different. Also disclosed are a limiting mechanism and a banknote recycling device.
