Disclosed in the present invention is a compressive sensing-based quality-scalable fast coding method, belonging to the technical field of video coding. In the method of the present invention, the sparsity of the compressive sensing theory is used to perform, when a quality-scalable enhancement layer is coded, sparse representation on sub-blocks with the size of a residual block being 8x8, and during coding, in order to satisfy a standard coding structure, it is proposed to perform a zero-fill operation and then entropy coding. The present invention also uses the inter-layer correlation between a base layer and an enforcement layer to select a sub-block coding mode quickly, so as to reduce the computation complexity of the coding algorithm. Compared with the prior art, while guaranteeing the quality of the coded image, the method of the present invention can effectively reduce the code rate of a coding end and improve the coding efficiency of the coder.
