An objective of the present invention is to provide a novel system with which a timing suited with regard to a user can be determined. This conversation initiation timing determination device (1) comprises: a storage part (11) for storing action-related information (111) of a subject with whom conversation is to be initiated, a dialogue accomplishment rate (112) for each action, and a determination reference value (113); an action estimation part (12) for estimating the action of the subject at a prescribed timing from the action-related information (111); a state estimation part (13) for computing a state value indicating the state of the subject at the prescribed timing from the action-related information (111); an attentive listening allowance computation part (14) for computing, from the dialogue accomplishment rate (112) for the action which has been stored and corresponds to the estimated action, the computed state value, and the time of the prescribed timing, an attentive listening allowance indicating the probability that the subject will allow the conversation to be initiated; and a conversation initiation determination part (15) for comparing the attentive listening allowance with the determination reference value and determining whether the subject is in a state of allowing the conversation to be initiated.
