A viewing behaviour estimation device, having: an input unit for inputting the value of a first indicator indicating the playback situation of a video distributed over a network; and a calculation unit for applying the value inputted by the input unit to a function representing the relationship between the first indicator and a second indicator relating to the behavior of a viewer of the video, and thereby calculating an estimation value for the second indicator. It thereby becomes possible to estimate the behavior of a viewer of a video distributed over a network.
