Disclosed in the present invention is a horizontal geological sampling drilling tool able to be carried by a remotely operated underwater vehicle (ROV), comprising a connecting base, a hydraulic motor, a transmission unit, and a drilling and sampling unit. The hydraulic motor and the transmission unit are mounted on the connecting base, and the hydraulic motor connects to the drilling and sampling unit by means of the transmission unit. The advantageous effects of the present invention are in realizing geological sampling of special topographical features of the seafloor, and in having been applied to the in-situ collecting of samples from cavern walls in certain sea areas.
