A consortium chain-based management method for a public welfare economic system, a device and a storage medium, the method comprising the following steps: construction steps: constructing a consortium chain system, the participating entities of the consortium chain system comprising at least one public welfare organization, at least one organization that accepts donations, at least one operating platform, and one external notary agency (S10); a user submitting a record request to the operating platform, and each participating entity of the consortium chain system verifying the record request according to a preset consensus mechanism (S20); if verification is successful and a consensus is reached, executing a smart contract corresponding to the record request, generating corresponding record information, and writing the record information into a consortium chain (S30); if verification fails, the operating platform feeding back verification failure information of a corresponding participating entity to the user (S40). By means of the data structure characteristics of the consortium chain, the method may ensure that data may be traced and may not be tampered with and ensures, by means of the preset consensus mechanism and the smart contract, that the public welfare economic system is relatively fair and reasonable.
