The present invention relates to an apparatus for evaluating control performance of a ship, and a method for evaluating control performance using the same. According to the present invention, simulation or test run is carried out on an initial condition of a speed, a bow angle, and a steering angle of the ship which are assumed to enable the ship to go straight forward under mechanical failure conditions that can be caused by a biaxial propeller and a pair of rudders. According to one embodiment of the present invention, the method for evaluating control performance of a ship provided with the biaxial propeller and the pair of rudders installed in the stern comprises: a step of setting failure conditions that can be generated by the biaxial propeller and the pair of rudders; a step of estimating the speed, the bow angle, and the steering angle of the ship so that the ship can be straightened in the set failure conditions; and a step of setting the estimated speed, the bow angle, and the steering angle as initial conditions, and providing a simulation evaluation result or a test run evaluation result in which simulation or test run has been performed according to a scenario determined for each steering test.
