A system for providing a financial transaction service to a foreign visitor comprises: an application unit receiving an application for a financial transaction service of a visiting country from a user terminal and transmitting credit offering service request information corresponding to the application to the user terminal; an account management unit establishing a financial transaction account based on the credit offering service request information transmitted from the user terminal, calculating, from a financial management system of the visiting country, information on a final amount used by a user based on withdrawal item information and deposit item information, and transmitting the information on a final amount and billing information to the user terminal and a credit offering service device to perform expense settlement; and a limit setting unit communicating with the credit offering service device based on the credit offering service request information transmitted from the user terminal, authenticating the credit offering service request information transmitted from the user terminal, and then setting a financial transaction limit to the financial transaction account established by the account management unit.
