The present invention relates to an anti-freezing disinfectant composition and to a method for preventing diseases and preventing spread of diseases using the same, and more particularly, to an anti-freezing disinfectant composition, which contains sodium dichloroisocyanurate as an active ingredient, and to a method for preventing diseases and preventing spread of diseases using the same. The anti-freezing disinfectant composition of the present invention is easy to transport and manage, is economical and environmentally friendly, and by reducing the freezing point of the composition to -10 to -20°C, the disinfectant can be used even in the open air in the winter without freezing even at temperatures below freezing in the winter season.
