An objective of the present invention is to provide a central priority cycle mat device and a central priority cycle mat, by which heat or cold may be maximally transferred to various mat users having various sleeping postures by supplying fluid that transfers heat or cold to a central part first, unnecessary energy loss may be reduced, use efficiency may be increased. In order to realize the objective, the central priority cycle mat device includes: a mat having a passage through which fluid circulates; and a fluid supply unit configured to heat or cool the fluid and supply the fluid to the mat, and in a circulation structure in which the fluid is retrieved by the fluid supply unit through a discharge hole after heat is exchanged while the fluid circulates along the passage after being introduced into the mat from the fluid supply unit through a supply pipe, the passage is configured such that the fluid is supplied to a central part earlier than to an upper part and a lower part of the mat and starts to circulate.;COPYRIGHT KIPO 2019
