When the bill stacked in the stack portion is input into the counter by the kicker roller, the inclination value of the bill is obtained when passing through a primary position sensor, and the inclination value of the bill is obtained when passing through a secondary position sensor. The bill that may cause a jam is rejected when it is expected that the bill is caught while passing through a third position sensor. The input angle of the bill input into the counter from the stack portion by the kicker roller is calculated in the control unit by using the sensor so that the bill that may cause the jam is rejected in advance, thereby preventing the bill jam and facilitating the bill count.
