The present invention relates to an apparatus for treating high concentration of organic wastewater and biogas using an anaerobic digestion tank and a treatment method thereof. By installing a vertical stirrer (141) having a stirring wing (140) and a driving motor (142) capable of regulating stirring speed in the digestion tank (100) to regulate the stirring speed arbitrarily, it is possible to efficiently treat the high concentration of organic wastewater flowing into the digestion tank, by securing a plurality of anaerobic microorganisms in bulk at a lower layer portion of the digestion tank, through arbitrary division into a lower anaerobic microorganism layer part, an intermediate anaerobic microorganism layer part, and an upper anaerobic microorganism layer part (102, 103, 104), so that the concentration of the anaerobic microorganism can be gradually lowered from the bottom to the top by differing the concentration of the anaerobic microorganism depending on the height of the digestion tank (100). By installing an anaerobic microorganism-attached plastic medium layer (120) at the top of the digestion tank (100), it is possible to treat residual organic substances while preventing the loss of the anaerobic microorganisms to the outside of the digestion tank. In addition, by installing a desulfurizing bacterium-attached plastic medium layer (130) on the water surface of the top of the digestion tank (100), it is possible to efficiently remove hydrogen sulfide contained in the biogas.
