The present invention relates to an amphipathic carbon dot-polymer composite. Specifically, the present invention relates to an amphipathic carbon dot-polymer composite which comprises: an amphipathic block copolymer in which a hydrophobic polymer and a hydrophilic polymer are copolymerized; and carbon dots. The hydrophilic polymer in the amphipathic block copolymer is covalently bonded to the carbon dot, leading to the grafting of the amphipathic block copolymer to a surface of the carbon dot.
