The present invention relates to a system and a method for controlling a visitor call and an IoT device based on IoT. According to the present invention, the system for controlling a visitor call and an IoT device based on IoT comprises: an application server of a first network which receives an invitation message including an IoT parameter from a visitor terminal, transmits the invitation message to an administrator terminal mapped to the IoT parameter, and invites the administrator terminal to an IoT call; an application server of a second network which receives the invitation message from the application server of the first network, transmits the invitation message to an IoT device corresponding to the IoT parameter, and invites the IoT device to the IoT call; and a media server of a second network which generates an IoT call session according to a request of the application server of the second network and provides a call service to the administrator terminal belonging to the first network and the IoT device belonging to the second network.
