Disclosed is a water demand prediction device which comprises: a data collection unit for collecting water usage data for a specific region from a database included in a water distribution network system; a data extraction unit for extracting water usage data corresponding to a specific section in the collected water usage data; a stationary determination unit for determining whether the extracted water usage data match stationary time-series data; and a prediction data generation unit for generating water demand prediction data on the specific section by applying a Thomas-Fiering model when the extracted water usage data match the stationary time-series data.
