The present invention relates to a tunnel reinforcement grouting device using a rapid urethane injection system and a grouting method using the same, in which construction costs are reduced and manpower handling convenience is improved by reducing the weight of inner hollow pipes, and a barrier material is mounted in a steel pipe so as to divide a chemical solution injection space, thereby improving construction environment. The present invention for implementing the same includes: a steel pipe main body (10) having a plurality of check valves (11) coupled for external ejection of urethane chemicals; a plastic hollow pipe (20) formed of a synthetic resin material and inserted into the steel pipe main body (10); a spacer (30) provided for maintaining a certain interval between the plastic hollow pipe (20) and the steel pipe main body (10); a front part injection pipe (40) connected for supplying the urethane chemicals to the front end side of the steel pipe main body (10); a rear part injection pipe (50) connected for supplying the urethane chemicals to the rear end side of the steel pipe main body (10); a barrier material (60) fitted into the center portion of the plastic hollow pipe (20) so as to divide the inner space of the steel pipe main body (10) into the front end portion and the rear end portion; a steel pipe closure cap (70) coupled to the inlet side of the steel pipe main body (10) so as to prevent the leakage of the urethane chemicals supplied to the inside of the steel pipe main body (10); and hollow pipe closure caps (80) respectively coupled to the front end portion and the rear end portion so as to prevent the introduction of the urethane chemicals to the inside of the plastic hollow pipe (20).
