More particularly, the present invention provides a vegetation base for restoration of a stony mountain development area comprising peat moss, perlite, woody raw material, pulp, soil stabilizer and water at a weight ratio of (1.0-5.0):(0.1-3.0):(1.0-5.0):(0.1-3.0):(0.1-3.0):(1.0-5.0). When the vegetation base according to the present invention is applied to a special place having a slope in the stony mountain development area, early staking and rapid growth of plants can be promoted, and an inclined plane can be stabilized by having effect of relieving soil runoff for smooth vegetation.
