The present invention relates to a method for manufacturing a low-angle optical penetration filter having a high signal-to-noise ratio and a photoplethysmography sensor having the same. Specifically, the method for manufacturing a low-angle optical penetration filter having a high signal-to-noise ratio includes: a first step (S100) of copying a micro prism array using a UV resin; a second step (S200) of metalizing an aluminum mirror of a predetermined thickness or greater onto the upper part of the UV resin by the first step (S100); a third step (S300) of forming an index matching spacer for matching the refractive index on the UV resin on which the aluminum mirror is metalized by the second step (S200); and a fourth step (S400) of flattening the upper part of the UV resin having the index matching spacer by the third step (S300), using a polydimethylsiloxane (PDMS) plate. The method for manufacturing a low-angle optical penetration filter having a high signal-to-noise ratio can effectively improve performance of the photoplethysmography sensor without additional signal processing or structural change.
