The objective of the present invention is to protect an environment, reduce a manufacturing cost of fertilizer, and make the fertilizer contain useful ingredients for crop cultivation by using limestone sludge, which is an industrial by-product produced in a steel making process, to modify a quality of soil. The present invention provides a fertilizer for soil improvement using a raw material containing 45 to 60 parts by weight of calcium oxide (CaO) by mixing limestone sludge and limestone dust produced in the steel making process. Specifically, the present invention provides a method for manufacturing the fertilizer for soil improvement using limestone sludge, which comprises the following steps: receiving and preparing limestone sludge and limestone dust produced in the steelmaking process; mixing the prepared limestone sludge and limestone dust with the raw material containing 45 to 60 parts by weight of calcium oxide; and mixing the raw material with a binder.
