The present invention provides a dual circulation type air cooling system based on a water-cooled air conditioner, including: a first water cooling system (1), a second water cooling system (2), and a blower assembly (3), wherein the first water cooling system (1) and the second water cooling system (2) are installed at an air inlet and an air outlet of the blower assembly (3), wherein natural wind (1A) generated by the blower assembly (3) passes the first water cooling system (1) at the air inlet to form primary cooling wind (1B), wherein the primary cooling wind (1B) passes through the second water cooling system (2) located at the air outlet and is discharged while forming the secondary cooling wind (2A), and a water-cooled chiller thereof. The present invention may improve cooling capacity and increase efficiency with a simple structure by installing the water cooling systems at the air inlet and the air outlet of the blower assembly, allowing the natural wind generated while the blower assembly is operated to sequentially pass through the first water cooling system and the second water cooling system, and extracting air through the air outlet after the air is cooled twice.
