There is a case difficult to apply a wet method among three floating methods, which is the wet, dry, and mixed method, deeply excavating the ground to utilize 100% of floating characteristic of liquid. In other words, when the ground is deeply excavated, difficulties such as obstacles or damages to an adjacent building by ground subsidence and high expenses in deep ground bedrock excavation can occur. When the 100% wet method is difficult to apply, the floating method of the dry or mixed method is applied. The present invention explains the floating method of the dry and mixed methods, which change only an application method of a seismic isolation method while acquiring economic non-vibration seismic isolating building effect similar to a result of the wet method. According to the present invention, a stainless steel place or engineering plastic plate of high structure and corrosion resistance is fixed on a foundation cornerstone of a building, a cylinder type shock absorption device to damp vertical vibration is installed in the lower part of a retaining column, and a sliding or rolling plate (3) is installed to be operated therebetween.
