The present invention relates to a method of manufacturing a palladium nano catalyst which has a wide effective surface area, is stable and has high catalytic activity, and the palladium nano catalyst manufactured by the same. More specifically, the present invention relates to the method of manufacturing a graphenedot-palladium hyprid with a nonosponge structure which has a feature of reducing a palladium precursor in a mixed state with carbondot and sodium bromide.
