The present invention has an effect of simultaneously extracting useful components contained in each part of Paeonia suffruticosa in a single process, rather than extracting and using only a specific part of Paeonia suffruticosa separately. Disclosed is a manufacturing method of a cosmetic composition containing a Paeonia suffruticosa mixed extract for skin improvement, which comprises the following steps: step A for drying root bark, flowers, leaves and stems of Paeonia suffruticosa; step B for pulverizing the dried root bark, flowers, leaves and stems of Paeonia suffruticosa; step C for making a mixture of Paeonia suffruticosa by mixing the pulverized root bark, flowers, leaves and stems of Paeonia suffruticosa; step D for adding distilled water to the mixture of Paeonia suffruticosa to form a liquid mixture; and step E for heating the liquid mixture to hydrothermally extract the mixed mixture of Paeonia suffruticosa.
