According to one embodiment of the present invention, an automatic consulting device comprises: a dialog interface part for receiving a user query; and a case-based reasoning engine part for comparing the user query with all of the predicted queries stored in the database to determine whether there is an expected query whose similarity is equal to or greater than a predetermined threshold value. The case-based reasoning engine part detects an intention corresponding to an anticipated query having the highest similarity among all anticipated queries when the anticipated query, whose similarity is equal to or greater than the threshold value, exists and provides an answer corresponding to the intention to the user through the dialog interface part.
