Disclosed are a basin runoff prediction and a decision support system utilizing a probabilistic long-term forecast and a method thereof. The present invention performs a pretreating procedure on predicted data and past reappearance data included in a climate prediction model and calculates and manages predicted precipitation, predicted runoff, predicted water level, and the like related to a dam basin based on the predicted data of the climate prediction model pretreated through a basin runoff model, the past reappearance data and an observed value related to the basin acquired from a water resources corporation database, thereby increasing reliability on the basin runoff prediction data and increasing management efficiency.
