The present invention relates to a porous ceramic artificial reef block using bottom ash, a manufacturing method for the same, and an artificial fishery using the same. A base layer, a middle layer, and a surface layer are formed in a layer structure at the ratio of the base layer: the middle layer: the surface layer = 2-4 : 1 : 2-4. The base and surface layers are individually composed of: 65-75 wt% of bottom ash; 20-30 wt% of a mixture of waste glass powder and glass fiber; and 2-10 wt% of a mixture of bentonite and zeolite. The middle layer is composed of: 65-75 wt% of the mixture of the waste glass powder and the glass fiber; 20-30 wt% of the bottom ash; and 2-10 wt% of the mixture of the bentonite and zeolite. After a material is injected into a mold from the lower part in the layer structure in the order of base layer, middle layer, and surface layer, the material is cured by being compressed and formed. The present invention also provides an artificial fishery having the artificial reef block on a seabed. So, the artificial reef block recycles the bottom ash and can be easily handled and installed on the seabed since the specific gravity of the artificial reef block is close to 1. The artificial reef block aids in inhabitation by marine organisms.
