The present invention relates to an operation method of a small cell access apparatus, for which supporting a wireless communication service to terminals accessing from a small cell, comprising the steps of: obtaining at least one determination indicator including neighbor cell signal strength through monitoring the surroundings and calculating a small cell service risk degree based on the at least one determination indicator; determining whether to maintain or interrupt a wireless communication service based on the small cell service risk degree; and when the wireless communication service is determined to interrupt, interrupting the wireless communication service and reporting the interruption of the service to a small cell management server.
