According to the present invention, a situation recognition service system based on Internet of things comprises: a sensor gateway which collects and transmits information obtained by resources including sensors and devices installed in a plurality of areas in which an Internet-of-things environment is built, and is individually installed in each of the areas; a cloud server including an interface unit which is connected to each of the sensor gateways and receives data obtained through the sensors and the devices by using HTTP communication, an alternative resource setting unit which stores alternative resource setting information of an uninstalled area in which resources are not installed in the corresponding area among the plurality of areas, a situation recognition processing module which recognizes a situation of a person or an object in the plurality of areas according to the obtained data and alternative resource setting information, and a server control unit which transmits a control command to a sensor gateway of the corresponding area via the interface unit and manages a database including a user DB, a situation recognition DB and a resource management DB; and a central management computer which monitors situation recognition information for the plurality of areas transmitted from the cloud server.
