The present invention relates to a method for manufacturing a carrier for an electrode catalyst, comprising the steps of: forming first and second polymer layers having different electric charges on a surface of a carbon carrier; and performing carbonization. The polymer contained in the first and second polymer layers is an aromatic compound containing a hetero atom, and the first or second polymer comprises a pyridine group. The method for manufacturing a carrier for an electrode catalyst of the present invention can enhance the durability while maintaining the characteristics of the carrier material as much as possible.
