The present invention relates to an apparatus for identifying an image object from a parking section in real time using CCTV image information of a parking lot, which is capable of easily checking whether the parking section is occupied, and a system and a method thereof. According to the present invention, the system for identifying an image object in a parking section in real time using CCTV image information comprises: a CCTV-based device photographing a parking/stoppage state of a parking lot in real time; an external source including an open data source and also connected to at least a real-time parking section image object identification device installed in a plurality of ordinary parking lots; a parking lot management device installed in a predetermined parking lot; and the parking section image object identification device. The parking section image object identification device comprises: an input module including an external source data input unit to input open data including at least image information related to an ordinary parking lot from the open source and a real-time data input unit to input real-time image data from the CCTV-based device of the predetermined parking lot; an artificial intelligence module using the open data inputted from the external source data input unit of the input module to learn a shape and environment of an expected parking section so as to generate trained neural network artificial intelligence capable of determining whether an arbitrary parking section is occupied; and a control module applying the parking lot image, which is provided in real time from the CCTV-based device of the predetermined parking lot among the ordinary parking lots, to the trained neural network artificial intelligence to determine in real time whether the parking sections of the predetermined parking lot are occupied and, based on the determination result, providing parking section state information in real time representing whether the parking sections of the predetermined parking lot are occupied.
