The present invention relates to a method of manufacturing a fixing unit for fixing a roof panel to a solar power generation facility and a fixing unit manufactured thereby, capable of preventing rust even after long-term use which is longer than decades in a particular environmental condition, in which a roof is constructed with sandwich panels; and maintaining a substantial fixing state as well as minimizing costs for installation. The method includes: a fixing groove punching step (S100) of punching a fixing groove (102), which is to be connected and fixed to a sandwich panel (20) and a support (30), in the upper part of a flat plate (101) made of Posmac and having a predetermined size; a protruding cross section forming step (S200) of curving and forming a protruding cross section (103) which is similar to or the same as the surface of the sandwich panel (20) in shape after punching the fixing groove; a mounting bracket forming step (S300) of cutting and forming a mounting bracket (104) with the support (30) fixed thereto after forming the protruding cross section; and a mounting bracket shaping step (S400) of completing the mounting bracket (104) by curving the bracket in a vertical direction so as to easily mount and fix the support (30).
