The present invention relates to a concrete panel for a cutting retaining wall and a cutting retaining wall constructed thereby. Particularly, a three-dimensional pattern is formed on a front surface of the concrete panel for a cutting retaining wall, and an inclined portion is formed on a side surface to smoothly and firmly construct straight and convex and concave round retaining walls, thereby enhancing the appearance of the cutting retaining wall. A plurality of H-shaped connecting pins is connected through a plurality of coupling grooves formed on upper and lower surfaces of the concrete panel for a cutting retaining wall to join the concrete panel for a cutting retaining wall and the concrete panel for a cutting retaining wall. A triple drainage guide member is coupled to the back of the concrete panel for a cutting retaining wall to easily induce the drainage to a perforated drain pipe or a collector well-formed in a lower part of the concrete panel for a cutting retaining wall, thereby preventing the rise of an earth pressure due to the water inflow. As a result, prevented is the formation of stains on the front surface of the concrete panel for a cutting retaining wall due to rainwater leaking along with soil microparticles on the front surface of the concrete panel for a cutting retaining wall, thereby improving the appearance of the retaining wall, and offsetting the earth pressure by preventing the water flow to the backside. This results in improved constructability, economic feasibility, and safety. The structure of the concrete panel for a cutting retaining wall has the plurality of three-dimensional patterns with various colors applied on the front surface thereof, the inclined portion at the side surface, and a concave-convex engaging portion for rigid coupling at upper and lower or left and right surfaces.
